The 2 ruble banknote from the RSFSR's 1919 Settlement Notes series was issued by the People's Bank of the RSFSR, the central bank of Soviet Russia at the time. This series was introduced in March 1919 to address the severe hyperinflation that plagued the Russian economy following the 1917 revolution. The People's Bank continued issuing these notes until early 1921, after which the Budget and Settlement Department of the People's Commissariat of Finance took over.
