The 3 ruble banknote from the 1919 Settlement Notes series was issued by the People's Bank of the RSFSR, the central bank of the Russian Soviet Federative Socialist Republic. This series was introduced in February 1919 to address the economic challenges following the Russian Revolution, including hyperinflation and the need for a stable currency system. The notes were printed by Goznak, the state-owned enterprise responsible for producing state securities and documents.
A notable feature of this series is the use of the "Oryol Seal" offset printing technique, developed by Ivan Ivanovich Orlov. This method allowed for precise color registration, enhancing the security and aesthetic quality of the banknotes. Additionally, the 3 ruble note was the first to feature the new state emblem of the Soviet Republic, symbolizing the consolidation of Soviet power.
